If it were me, I'd fly in to Miami, and head south.

Agree. Miami and Tampa would be the only major airports near the Gulf side (and Keys) side of Florida. I say Gulf side due to the many parks and preserves that border it. I'm familiar with most of the Panhandle parks (of which there are many -- however, there are no inexpensive places to fly into) and know of a few in the Tampa Bay area. I know there are quite a few in the Keys and Everglades region, but I wouldn't be able to name them. Maybe a local could help you out with those.

As far as February fishing goes, SW Florida and the Keys are the places to be. Lots of species (especially in the flats).

No way Miami....you want uncrowded, relaxed and camp close to fishing for less than $50.00 per night.

Fly into Melbourne and drive south to Sebastion Inlet State Park.  Surf, great inlet and even some flats areas.

Agreed. Sebastian would be perfect for what you want to do. Surf or jetty fish. Both will provide great fishing for you.
